Granny Flats: You deserve more choice | Hawkesbury City Council

The way Council treats granny flats and dual occupancies in our area is insane. Some types are allowed in built up areas, but not on rural acreages. Some kinds are forbidden for reasons that don't apply to those suburbs, or become permissible just because a small modification is made to attach the dwellings. This needs to change.

Hawkesbury Council’s position concerning the new Hawkesbury River bridge

Make no mistake – raising Warragamba Dam will make our community safer

This morning, the opponents of flood safety in the Hawkesbury were falling upon a 'leaked' State Government report that stated something so obvious it's banal – that in the event of a major flood, the water has to go somewhere.
Those confecting outrage even suggest that raising the dam would *worsen* the effects of flooding in the Hawkesbury – a staggeringly misleading and contemptible statement.

The Tragedy of Afghanistan

I rarely venture into geopolitics, but what’s happening in Afghanistan is simply a tragedy. The Taliban are resurgent, and will shortly repossess all the territory won from them after 2001. So much of our own blood and coin spilled for no gain after a twenty year war.
I feel deeply for the 26,000 men and women of our own defence forces who served there. What must they think? Ultimately, I believe our presence in Afghanistan was just.

Further delays to the Grose River Bridge should make you cranky

The Redbank project, and associated wrangling over the promised Grose River Bridge crossing goes all the way back to 2008.
So if you're angry or confused about why it seems that this infrastructure keeps receding to the horizon, then I'm with you.
Why is it taking so long? And why, after this week’s Council meeting, is it going to be delayed even more?

Why you should be angry about reckless election-season posturing

If there was any doubt that the election silly-season is upon us, this week's Council meeting should leave you in no doubt.
Two things in particular stand out – variations on the same theme, one might say.
I regard two motions that came to Council for us to abandon relationships with two regional bodies WSROC and HRCC (which we have been a member of for 73 years), to be lazy, reckless vandalism.

You speak very well. I found this to be very informative and can see how it must be frustrating at times for you. Let’s hope going forward you get a council working together to deliver even more outcomes. It seems to me you are doing a great job.

Today I met with Chris and Kevin, representatives of the Pitt Town Progress Association to discuss issues about the state of nature strips and mowing around Pitt Town. On the way there, I noticed water over the road on Pitt Town Road (near Glebe Road) caused by failed drainage swales, clogged with bullrushes.
Both issues have repeatedly been represented to Council and TfNSW (Pitt Town Road is a State road) by the Progress Association without success so far.
I have forwarded these to Council staff for action and will report further.

Water over road near Glebe Rd every time lots of rain. How long does it take Council to act?

Thanks Councillor Nathan Zamprogno 👍

Pity the useless council workers can’t mow the 2 metre high grass along Bells Line of Road 🙄

Thankyou Councillor Nathan Zamprogno….

A perfect way to spend an autumn Sunday was driving to the Vale of Avoca lookout overlooking the Grose River. If youve never been, its one of the hidden gems of our district.

On the way I saw potholes along Grose Vale Road reported specifically to me by residents pleading for relief. This monster has at times had a witches hat put in it to warn motorists, on a curve near Cabbage Tree Road.

Ive forwarded these to Council staff for action.

It bears remembering Im running a petition to have more attention paid to fixing Grose Vale Road, and my invitation is for you to sign it if you havent yet.

I love FB's image cropping.

Councillor Nathan Zamprogno, Will the bridge over the Grose River at Yarramundi ever be built? Or will the Redbank developer simply walk away laughing when the last lot is sold?

Can u set up a petition for St Albans as well. We have a new 'WHEN' campaigne painted in yellow at all our potholes on St Albans road but its falling on deaf ears.

has anyone had a response from Councillor Nathan Zamprogno? No? me neither

Councillor Nathan Zamprogno Have you set up a petition for packer Rd Lower Portland

I used to mountain bike ride there. They used to make us ride our bikes up Cabbage Tree Road to the top

continuing: Why? Thr proposed bridge exits onto Springwood Road. Two issues, firstly, Yarramundi Bridge will always flood first, Secondly, Springwood Road to Springwood also floods, so no access to the GWH via that route as well. Common sense dicates, West side of the river should have by pass of North Richmond. That bypass could be constructed below The St John of God Hospital, a high level bridge,on to Crowley lane which could have a Jim Anderson Bridge constructed over it, exiting onto Castlereagh Road, right to Penrith, left to Richmond, straight ahead to the Driftway onto Blacktown Road to the M7,2 and 4. In my view you cannot make the Hawkesbury “bathtub” flood proof, but my proposal and others would improve on what we have. The GR bridge was a soft sell to community by the developer and a Liberal controlled Council to accept the Redbank development. ICAC

continuing: ‘s Operation Spicers had some “bad things” to say about the Red bank development subsequently. It’s worth a read.

What about the roads around the Hawksbery Berger road hasn't been fixed up since the floods from last year and just getting a lot worse. The roads around the south Windsor school is nobetter .But it's amazing how the Hawksbery council can find money to have south Windsor shops footpath all done and have the money to have the netball courts reaper d so Councillor Nathan Zamprogno it would nice if you could look into the rest of the damages of the Hawksbery

There’s a massive crater or two on Yarramundi lane near the Colo soccer fields. Its like a mine field along there!

Its so dangerous this pothole why does council not have a emergency system for instances like this.

I don’t think the Grose River Should be built. Why not spend that money, if there is any left on a much better option in my view.

Most roads in the Hawkesbury area need urgent attention to sunken repaired roads !!

Signed

That’s not a pothole……..

They need to look at WHO they get to fix these roads. The current lot is a waste of $$$. It's chuck a shovel full of porridge in the hole and move to the next one. Lucky to last an hour

Beautiful location. I wonder if I can catch a bus from Richmond station?

Lizzie Anna

Have you tried snap send solve on your own council?

Thank you Nathan

Has anyone noticed that local petrol pricing has gone completely crazy? Here are two photos taken today ten minutes apart. On the left is an independent station at Clarendon, on the right is the EG next to Woolworths at Richmond.
Thats a difference of 54 cents a litre for E10. What a rort!
It goes to show you should shop around, and use one of the excellent apps for tracking petrol prices like Petrol Spy Australia, or NSW FuelCheck.

I can’t afford to even consider filling a full tank anymore at those insane prices 😞

My suggestion to you is to go and learn about how the fuel prices work. Maybe, just maybe, you'll learn something about why these two prices are different. Also, you should remember to add in your posts to NOT go off at the workers, because the abuse they cop is ridiculous, they have to pay that price too, not just you.

Just like that in Brisbane too. Prices have stayed around $1.88 to $1.95 for 91 here in Coffs Harbour. Prices were fairly steady when I was in Perth earlier this week.

Is that an LGA issue?

I would like to understand the strategy, are the more expensive stations banking on making more for selling less fuel, do the decision makers have no idea on their competitors pricing, are they trying to force the fuel up, are they buying fuel on a different day from the suppliers. The North Richmond Caltex is a classic for having very high prices or very competitive prices.

Metro and pearl all the way….. I’d love more businesses to get on board with them for company fuel cards……

Clarendon and South Windsor shopping centre cnr argyle and George St cheapest every day of the week.

I’ve got a better idea. Nobody go to BP for 1 month. I’ll bet every dollar I’ve got the prices will come down by a lot within a week. Then the following month do the same to Shell etc.

Not at Riverstone petroleum always cheap and great quality

We shouldn’t have to do that. It is a rort and it just should not happen.

To be fair when I filled a 20ltr jerry can at pearl I got 24.3ltrs in... all Is not what it seams

Yep this is quite common. I use the fuel check app. The new service station in South Windsor is around $1.81 however is not on the fuel check app.

Crazy. FYI it’s hasn’t been woolworths for 4 or 5 years. Whilst the docket deals are still available at these sites Woolworths sold all Servos to EG a U.K based company

There is another Service Station corner of George and Argyle Streets Windsor who was $181.5 also

Lack of competition & they kept prices down for Easter. Of course they were going to gouge for school holidays & ANZAC Day

It’s not only in the area but happening everywhere

Councillor Nathan Zamprogno It’s no longer Woolworths Petrol. It’s EG Petrol. Woolworths sold its Petrol business some years ago.

Even EG have price diffences between Silverwater and Richmond so must be the operator given the option to charge higher prices

The majors are also priced to take in the "discounts" they offer, Shell, Ampol, EG. Shell, 4c a litre, or whatever it is. Take that off the pump price, and in some circumstances you're close to other competitors. So not really a discount. I don't use them. I use the apps to find the best one.

Groceries or Fuel , Woolworths & Coles can pretty much charge what they want (. SHIT BAGS )

Same in Penrith ..we get ripped off......it's cheaper in places like Bathurst and Oberon ....God only knows why

I Suppose I'm Lucky I Have Dual Fuel , Run On LPG, About $1.00 Litre. Don't Get The Mileage But It's Great Just Running Around Here.

Price gauging

It's been going on for decades.

accc supposed to be sorting this out

Today, I toured areas some affected by the flood as waters neared what we hope is their peak.
This flood is "moderate", meaning its level is not as bad as the floods we've seen in recent years.
At time of writing (8pm Saturday), the gauge at Windsor is at 9.07m and rising slowly.

Here are the peaks at Windsor for earlier floods:

Oct 2022 7.384m
Jul 2022 13.9m
Apr 2022 9.07m
Mar 2022 13.714m
Mar 2021 12.912m
Feb 2020 9.225m

I noticed some differences between this and earlier floods. More debris piled against the bridge at North Richmond (and I believe TfNSW didn't lay down the railings... again).
Yarramundi Lagoon is more swollen and earlier, indicating drainage changes from the Lagoon into the river.
Richmond Oval is a lake, probably a consequence of soils being waterlogged at the onset of the rain event.

Thank you for all you do for the Hawkesbury. We are inundated with flood alerts, this is not a bad thing, however, I was surprised that the was no warning about the water release from Warragamba dam early Saturday morning and hence bridge closures. Perhaps a lesson learnt?

Not sure what you meant about Yarramundi Lagoon by “this is new suspect drainage patterns have changed” what you showed was a turf field under water from the lagoon which always rises and covers the lagoon bridge to varying degrees - nothing to do with and changes in drainage. All the rain run off from all the area runs into the lagoon and always has.

Thanks Nathan. Really helpful to see what is happening around the area.

Thank you for including Yarrramundi

Do you mean well under by now????

Thanks Nathan, good overview.

This is a great representation of the current situation. Thank you Councillor Nathan Zamprogno

It’s beautiful to see the very thing that gave the Hawkesbury Valley its riches occur again and again. Mother Nature is always in control.

Only council person to let us know what’s going on that I know of

This is really interesting Councillor Nathan Zamprogno

Thanks Councillor Nathan Zamprogno, at least someone on council is communicating with those affected.

Thanks again for showing us 😔

Jennifer McEvoy it is not all the properties that back onto the water way. Obviously if I have mentioned about the maintenance than ofcourse we have done our part in keeping ours clear of weeds and obstructions. Sadly the some properties I'm mentioning have alot and do 0 in the effort of maintaining it, in the years we have been here. I will be again reaching out to council as like I mentioned. This is the largest amount of water we have had in OUR YARD.

& some areas thar normally flood ok - Bennett Rd, off Blacktown rd; Rd beside oval at Pitt Town; properties along George St/Macquarie St S Windsor

The water authority and nsw government are solely responsible to the damage that will occur again along the Hawkesbury river again. I wonder how much it has cost us over the past 4 floods in 6 years already. These idiots including the nsw government #chris minns spent over $3.3 billion to support sustainability and the clean economy, however not willing to consider spending $2 billion in the future capturing more water in our Warragamba dam and saving thousands of people property, livelihoods and life’s’? There are so many more options to solve the issues, not just rising the same. In 2022 NSW government spent a record budget $112.7 billion on infrastructure, as well as a broad spectrum of measures to support families—including $7.2 billion to boost household budgets, $3.8 billion to give children the best start to life, and $3.3 billion to support sustainability and the clean economy. Not forget the Australia government willing to spend $368 billion on nuclear submarines . I’m at a lost what else we the people can do, as the governments not willing to listen to official government petitions signed by over 85O residents and numerous letters by local major and many other residents including over 15 letters from myself to various MPs. The Warragamba dam is in the to hard bucket and doesn’t mater who is in charge, nothing will change. Remember all the water captured in the Dam is money in the bank of the authorities and we have to pay for the water, plus the overspill damage by the dam. In 2023–24 the Australian Government will provide $4.77 billion in Official Development Assistance (ODA). Which will solve the Warragamba Dam issues twice in one year. It’s a shame, but the Hawkesbury is such a beautiful place with wonderful people, however our governments don’t give us a F.

On Tuesday, I wrote to Telstra to point out their telephone exchange site in the main street of Richmond was horribly overgrown with weeds and looked like a ruin.

By Wednesday, I had a response from Corporate to promise that something would be done, and that they’d call me to discuss the long term future of the site, which used to be so pretty, I’m told it won garden awards.
Today (Thursday) workmen attended despite the rain and cleaned up the site.

No one is more surprised than me, and I’m happy to praise Telstra for doing the right thing.

Now let’s see what we can do to have the place restored to its former beauty as a pocket park in one of our historic townships.

Further update: I’ve just come off a half-hour conversation with the head of property maintenance at Telstra. They apologised for letting it slip off the radar, have committed to undertake maintenance on a monthly schedule, and are very, very open to granting permission for it to be a community garden. What they’ve asked for is a concept design. We need to find a landscape gardener prepared to draw one up. I’d also like to engage the Chamber of Commerce and local businesses to sponsor.

What a difference!

Sees a problem, notifies the appropriate people, problem fixed. This is how it should be! Thank you for your continued efforts 👏🏻

Many of us have been complaining to Telstra about that site for years. They come out and do a cleanup then leave it to overgrow until there's another complaint. There were suggestions made during the Town Centres consultations that council approach Telstra with a plan to utilise this area as public park space, but nothing was ever done on that score as far as I've been able to find out.

Do you think you get Telstra out to the front of my place where they ran the nbn and the pit had no drainage like the others in the street do. They all run down to the pig out front and the water overflows and floods the front of my place. As it is on the footpath not in my property they refuse to deal with me.

Back in the 90's I seem to remember it past to council for public use when Alan Eagle, (ex Telstra) was working with Richmond Chamber of Commerce? Beautifying the main st, as with all community voluntary activities, the personalities change and poor record and good ideas move on. Clearly the Councillors change and previous good ideas and actions fall by the wayside. What I want to know how you were able to talk to Telsta, they are not interested in the community since they went PRIVATE. (I think you missed an excellent opportunity to build on VACANT LAND???) Clearly the Council don't know what's going on

Great job Nathan, do you think you could get Hawkesbury Council to come and fix Schofield Road, Pitt Town. Council rubbish collection truck sunk in the middle of the road about 2 years ago, Hawkesbury Council solution was to put a road closed sign at each end of the road. Any help would be greatly appreciated

Can you get them to check the service at North Richmond around the shops and pub. Service used to be great in that area, but hasn’t been for 6months plus…

I saw them yesterday and was very impressed! Well done Nathan. Action Man!

Thanks for not just pointing it out but actively trying to solve a problem (taking action). Seeing representation Finger pointing and not taking action to solve problems is so frustrating so thank you for taking action.

Fantastic news!!! This little park used to be so beautiful and the grand old flowering gum is really suffering....

See we need a mayor that cares about things like this and politely points out some key factors and boom things get done . Not worried about how to get non property development developed property.. thankyou again for your diligence and passion for our beautiful Hawkesbury..

Telstra used to enter that garden in the Hawkesbury Spring Garden Competition and it was very photogenic. Camera Club members used to photograph it (and other gardens) ☺️

it was made a Community Garden in the 1980s Council and it’s partners reneged over time as people moved on and conveniently forgot to maintain it!

I am not a resident, but congratulations on job well done. Back in the 1960s I worked in the Police Station Court House building which was in good condition. It is quite a few weeks since I was there, but the building was a disgrace. Any chance of you chasing someone up on that? I wanted to take a good photo for a lady writing a book on old Police Stations. Sincerely, Bill

Great work!!!

Great work Nathan

Rather than worry about private property you as a councillor should get your finger out and chase up things that are Councils responsibility, have a look at the footpath outside Windsor station, grass is 60 cm high, covering the foot path and a dirty great hole in the footpath that has been there for a month, the opposite side of the road was mowed by a private citizen as the paspalem was almost a metre high, maybe the GM and the mayor should get out of their ivory towers and get some thing happening.

Nice work Nathan - nice work Telstra too. Big organisations are full of good people with a lot on their plate who want to do good work for the community - a polite request like this goes a long way.

Good to see. Pity Council can't respond quickly.

Thank you would b great for Susan Templeton to find out what’s going on with people looking after nth Richmond bridge I know it a state matter but this is outrageous

Great news!

How about fix the roads instead of grandstanding on crap like this

Well done Nathan and Telstra.

And the follow up question should be why don't they release a little every week 🤷🏻‍♀️

It may not be a flood mitigation dam, but it could be used as such. They knew this was coming last week, so water should have been released knowing the dam would refill. No accountability.

Or a dam that contributes to damaging our low lands and river edges and risking life and damage to properties.Because the powers to be haven’t the will power to change the Warragamba dam to a flood mitigation dam.

Not bad results for a water supply dam Especially after such a dry period.

We should be shedding daily

Unfortunately here we go again! Stay safe Everyone!

Relax everyone. I haven’t heard any kookaburras or eastern koels lately.

Why wasn’t any let out? They knew this was coming.

The real question that everyone is thinking is where is Shannon Noll and his tunnel?

If we release a bit of water from the dam wouldn’t that prevent the flooding? It only floods here in the Hawkesbury if the dam opens up and over flows

That’s wrong it could be more

Is that why they are issuing flood warnings before the expected downpour, for when it overflows????

Misinformation from WaterNSW last night when the CEO said the dam would not spill until after the flood peak. Then at 5.45am it spilled and you guessed it: is now contributing to the flood peak which will happen tonight. Accuracy is everything in these situations and that briefing caused chaos.

The real issue if we have flooding is where the water will go considering the earthworks along the river since the last flood...i.e. sand mining amongst the turf farms....should be interesting

My question is how will the roads hold up.

Read on another post said 97% it is !

Has council repaired the river bank down the lowlands that washed away 3 years ago.

Your problems start in 2025 to 2029. Scuba anyone....

Going to be trouble tomorrow

The Telstra phone exchange in the main street of Richmond was automated in 1972. Previously, the manual exchange had a staff of 30 women plus 2 male night attendants.

If youve walked by there recently, youll see its now an overgrown eyesore, with weeds spilling over the fence and choking what would otherwise be a pleasant space. People are telling me that it was so lovely once it won awards and people got their wedding photos taken there. A rockery and a wooden arbor are still inside.

Given that weve completed some beautifications along the main street, I dont think its too much to ask Telstra, who posted a $2.1B profit last year, to clean it up, or even turn it into a mini-park.
So, Ive written to them today, and asked our own Council staff to add their own advocacy.

Nathan the majority of our district has an appearance of no pride, the State Government and Council need to lead the way by lifting there across the board standards. The drive from Richmond to North Richmond is an overgrown jungle , still has flood debris, except for the bit maintained by local volunteers. Then, what about the George St STH Windsor from Bligh Park.

I was thinking about that the other day. This is what you get once privatised such a shame. The garden was once beautiful hopefully we could have a community garden there and restore it.

Most of the Telephone Exchange sites are a eyesore these days, gone are the days of regular maintenance. From memory the area was lawn then the garden was established by some community group who did the maintenance.

Another sad aspect of the Hawkesbury is the lack of pride or promotion of our wonderful history, again going west over the Hawkesbury, no name on the river, no historical representation that Bells Line of Road was the second crossing of the Blue Mountains, plus who realises that Arthur Phillip personally named Richmond Hill in 1789. The Hawkesbury is so rich with its history and features and who is trying to market it.

And the best of British luck on that one

What a great idea I have soo wanted to jump that fence with my tools 😂 you can see it has great bones for sure. Perhaps if the cogs align, you could involve the TAFE students. It would be a great study for them also!

Telstra won't even do anything to clean up the iconic Telstra tower on Black Mountain in Canberra, it's an absolute disgrace

Maintenance crew on site right now !!!!

Update, the clean up crew were onsite this afternoon, scheduled or shamed ?

That used to be a beautiful garden

I thought the same of Brooks Tyres in Windsor this morning. Council needs to tidy that nature strip

telstra's greedy irish owner is only interested in profit nothing else

Come on Nath, most of that 2.1 billion is going overseas anyway to shareholders who don’t give a shit about what the streets look like.

Same could and should be said for the eyesore that is the Jolly Frog… not the nicest welcome to Windsor

Yer but what about the Palestinians Nathan? I think Australia should recognise a Palestinian state with America and The UK. What’s AUKUS for anyway?

What have your experiences been of securing long term rental accomodation in the Hawkesbury?

Today, Mayor Mark Greenhill of the Blue Mountains is quoted in several stories stating that fully 90% of the houses listed for rent in their LGA are listed as short term, ie for holiday lets via AirBNB and Stayz. A figure this high would have a major impact on the availability and affordability of housing for those seeking long term accomodation.

However, a report titled Evidence base for the Western Sydney Affordable Housing Strategy Councils received in August 2023, and authored for government by SGS Economics and Planning offers some figures.

It says the short term rental figure, as a percentage of the total private rental market, is 14.2% in the Blue Mountains, and 1.5% in the Hawkesbury.

It is not disputed that the figure may be higher in particular spot zones like Katoomba, or anecdotally higher if a snapshot is taken of online listings on any given day. Ive asked the BM Mayor to source his figures, and if theres a need Ill ask our own staff to revisit ours.

If theres a strong trend in responses, I might make this the subject of a larger survey on futureofthehawkesbury.com

Based on that data, 98.5% of rentals in the Hawkesbury are not sort term rentals. Why waste time focusing on this? Surely there are more important things to concentrate on?

Real estate agents will have data and info on availability, versus demand of rentals.etc. Like everything when it comes to Government and politics future planning, proactive anticipation of community needs is the last thing on the Agenda. Getting things done not a priority delay tactics override progress. I’m sure you are trying to get things done Nathan and keep at it don’t be gagged in speaking up and raising issues.

STRAs count for a very small number in the Hawkesbury. We are very different from the Blue Mountains.

This year is a Council election year, with a vote due on September 14th.

Change is badly needed.

The biggest question is 'What do you want the future of the Hawkesbury to be?'

We want our city to thrive, with vibrant town centres and well maintained roads. We want to look after our heritage and our environment. And we expect Council to provide services and facilities efficiently.

But the biggest issue Council will take a position on is how many more houses will we build in our city. There is a push to build thousands more houses in our city, on both sides of the river.

It's never been so important to be heard, so I'm launching "futureofthehawkesbury.com", a new website.

It will host surveys and petitions to gather the widest ever snapshot of your views about Council and the way it interacts with other tiers of government.

Some might ask why there is a need for this, when most plans or policies of Council are placed on public exhibition for comment.

I discovered Council only has email details for fewer than one in five ratepayers, although there have been efforts to lift this figure.

I discovered that when Council adds up its responses from all forms of consultation, be it community meetings, phone polling, or public exhibition of documents, they rarely reach more than a few percent of people affected by any particular decision. People lead busy lives. Few focus on issues in local government, although they ought to!

In late 2020, Council debated its housing policy. The suburbs along the south-eastern boundary of our city (like Oakville, Vineyard and Maraylya) are on the front line of the pressure for more development.

The pressure for subdivision is splitting that community. I recognised that some are in favour of subdivision, and some against. In that debate I said the simple and courteous thing we should do, and especially in those suburbs, is ask everyone what they want the future to look like. I was voted down. So, this initiative is intended to reach as many residents in the Hawkesbury as possible.

If there's an issue you think Council is neglecting, and you want to prove that the community are united in demanding action, sign one of the petitions we're kicking off with, or suggest your own.

This September will be the most consequential Council election in the Hawkesbury's history. Be engaged, and be heard.

Great work Nathan 😊

Thanks Nathan. That's a good initiative, but council is just a talkfest. As you said, Oakville development was discussed by council in 2020. 4 years later, NOTHING. I have spent some time in QLD recently, and the local elections are very different. 1. The public elects the Mayor, not the council. 2. The councillors are elected for 'Wards' (suburbs), so you have elected councillors looking after the interests of their ward. This system has a lot of merit.

Love this, thank you Nathan for this initiative

Great idea!!!

Why don’t you make change and clean up Windsor and Richmond and make the area a nice place to live!! Get rid off the junkie people and make the place presentable like nicer areas

Maybe you need to be the mayor, you seem to be focused on our issues rather than personal enrichment.

Thanks Nathan

Thank you Nathan
